The aim of charities is to support people, animals and the environment in emergencies or disasters. These organizations are mostly non-governmental (NGOs; non-government organizations) and come in different legal forms: The majority of aid organizations are founded as foundations and use their assets to pursue a specific charitable cause. In 2019 there were over 23,000 foundations in Germany alone. In addition, there are numerous associations that have no economic intentions, but intend ideal goals.

In addition to organizations from the non-profit sector and private companies, the institutions of the public sector are increasingly gaining in importance as organizations providing assistance: The Free welfare is the totality of the social aid guaranteed by the Federal Republic and includes organizations like that German Red Cross (DRK). As one of the largest charities in Germany, which has set itself the goal of civil protection and disaster control, it had around 2.8 million supporting members by the end of 2019. The Caritas is the charity of the Roman Catholic Church. The federal police and publicly owned hospitals can also provide charitable services. The fire brigade is in the ranking of charities and institutions with the greatest contribution to the common good
